Extended Hours Continue!

8/24 – 8/28 (work starts as early as 2am)

Just a reminder that Contractor will start early again next week August 24-28, beginning work earliest at 2am in order to catch the low tide window. 
The Contractor’s notice has been posted on both the Napoli Dr. and Ravoli Dr. sides per a resident’s recommendation.
See the three week schedule [2026_08-18-3-Week-Schedule-No_23] work will include the continuation of QuakeWrap panels installation, weep hole coring on QuakeWrap side (Napoli Dr.), continuation of Pilaster repairs, and followed by pilaster concrete placement scheduled for August 31st. CANDIDATE FORUM

Thursday, September 24 • 6:00–8:00 PM

CIWHA residents — please make an effort to attend.

The person elected to represent District 1 on the Oxnard City Council will have a direct voice in decisions affecting our neighborhood for the next four years.

For our waterfront community, important issues include aging seawalls, waterway maintenance and dredging, water quality, infrastructure funding, assessments, public safety, and the City’s long-term responsibilities for our waterways.

This is our opportunity to hear directly from the candidates, understand their positions, and make sure they understand the issues that matter to residents of Mandalay Bay.

In the 2022 District 1 Council race, only about 10,000 votes were cast for Councilmember. We don’t know how many of those votes came from our neighborhood — and we shouldn’t guess.

What we do know is that community participation matters.

Showing up matters.

A strong CIWHA turnout at this forum demonstrates that waterfront residents are informed, engaged and paying attention to the decisions affecting our community.

Come hear the candidates. Bring a neighbor. Ask questions. Be informed before you vote.

Welcome to the August 10th 2026 Update!
In this section: 

  • Hemlock Seawall Project Extended Work Hours

  • This weeks Special Council Meeting. (Aug 10th, 2026)

HEMLOCK
Extended Hours Continue!

8/10 – 8/14 (work starts as early as 1am)

8/24 – 8/28 (work starts as early as 1am)

These hours are to allow for work during optimal tide times.

There will be additional information Timeline Information forthcoming regarding the schedule for the foundation repair work, The work being done at this time and for the foundation repairs  requires very low tides.

  •  QuakeWrap wall panels installation (east end, Napoli Dr. side) scheduled during low tide week,  10-14 AUG; work will begin as early as 0100 in the morning.
  • QuakeWrap panels were delivered to Contractor on 21JUL.
  • Sika wall panels (west end, Ravoli Dr.) are 80% completed, last 20% requires extreme low tide condition to complete to allow shotcrete material to set.
  • Pilasters work will begin as soon as repairs to the QuakeWrap and/or Sika wall panels are completed.
  • (232ft) Foundation repairs (sheet pile installation) will begin in September when material becomes available
  • Contractor placed order as soon as City Council approved the additional work on 30JUL.
    Completed In July:
    1. QuakeWrap material issues resolved.
    2. Regulatory agency construction permits secured for foundation repairs.
    3. Foundation repairs approved by City Council. THANK YOU TO ALL WHO WROTE IN!

Tonight (Aug 10 2026)  the final audit report is being presented following a delay.

The Finance & Governance Committee voted 3-0 on May 12, 2026, to approve the staff recommendation and to forward
the item for Council approval. This item was originally scheduled for the May 19, 2026, City Council agenda but was
removed after MGO received information that necessitated additional follow-up.
