DISTRICT 1 CITY COUNCIL
CANDIDATE FORUM
Thursday, September 24 • 6:00–8:00 PM
Pacific Corinthian Yacht Club
2600 Harbor Blvd., Oxnard
CIWHA residents — please make an effort to attend.
The person elected to represent District 1 on the Oxnard City Council will have a direct voice in decisions affecting our neighborhood for the next four years.
For our waterfront community, important issues include aging seawalls, waterway maintenance and dredging, water quality, infrastructure funding, assessments, public safety, and the City’s long-term responsibilities for our waterways.
This is our opportunity to hear directly from the candidates, understand their positions, and make sure they understand the issues that matter to residents of Mandalay Bay.
In the 2022 District 1 Council race, only about 10,000 votes were cast for Councilmember. We don’t know how many of those votes came from our neighborhood — and we shouldn’t guess.
What we do know is that community participation matters.
Showing up matters.
A strong CIWHA turnout at this forum demonstrates that waterfront residents are informed, engaged and paying attention to the decisions affecting our community.
Come hear the candidates. Bring a neighbor. Ask questions. Be informed before you vote.
All three District 1 candidates have been invited by the Channel Islands Neighborhood Council.
The candidates in Alphabetical order:
- John Barrick
- Eduardo Huerta
- Bert Perello (Incombent)

Protect Our Seawalls: Please Park Bow-In
Boat dock homeowners can help protect an important—and difficult to repair—part of our seawall system.
As shown in the diagram, slope protection is located underwater at the base of the seawall. When boats are docked with the stern toward the seawall, propeller thrust can disturb or damage this protective material over time.
Whenever practical, please dock with your boat’s bow toward the seawall and stern toward the channel. This directs propeller wash away from the seawall and its underwater slope protection.
A simple change in docking direction can help protect our aging seawall infrastructure and reduce avoidable damage.
Boat owners are asked to moor bow toward the seawall. This keeps propellers and prop wash farther from the underwater slope protection supporting the seawall foundation.
Keep reading to to understand the problem, the expense and the importance.
