Duncan Engineering inspectors will be performing the periodic seawall condition survey starting Tues June 12th and ending Saturday June 22nd. Residents may see the Duncan Engineering underwater dive crew and above water kayak crew surveying the community seawalls, standing on docks for high measurement and temporarily mooring their dive boat on vacant docks for 1-2 hours. Their Dive Tender will be close-by, and available to move the boat, should it be an inconvenience to any resident. All work is performed from the water-side and no access into any back yards is necessary.

The monitoring crew will be all over this month and I have informed them of your specific address.
The Hemlock Project – West Hemlock Seawall Repairs (3966-3900) was approved by the Coastal Commission on May 10, 2024. As of today (June,6. 2024) the project is still awaiting approval by the Water Board, and the Army Corp of Engineers. Once those approvals are in place the project can go out to bid. We hope the project will be underway before the end of the year. This project is active.
This month the engineers are inspecting the entire 7.5 miles of seawall in our development in Mandalay and the priority list of repairs is adjusted following monitoring.
Projects are prioritized, engineers design solutions, and the funding and approval process must occur before anything goes out to bid.
Seawall repairs are complicated. Engineering and staging them by priority, types of repairs that can be grouped to be most cost-effective, and funding work are ongoing behind the scenes.
The City has been very responsive and supportive and we are grateful for the level of communication we receive from them.
SOME GREAT NEWS! Last Tuesday, the Oxnard City Council approved 2.5 million for seawall repairs in Mandalay in the Capital Improvement Plan budget!
