Harbor Blvd. Tree Replacement Project
In December 2018, the City of Oxnard removed 53 dead Cypress trees along Harbor Blvd. As part of the removal, Districts Staff and the City Arborist have been in discussion about what trees should be planted in the removal area. Below are suggestions of item to be planted in the empty areas and a reason for the suggestion. Please note that all the suggested items are trees and bushes that are already established in the planter bed. This will provide continuity to the District.

RECOMMENDATION:
That the City Council:

  1. Approve a budget appropriation in the amount of $42,000 for the emergency removal of fifty (50) dead Cypress Trees along Harbor Blvd. in the Waterways Assessment District.
  2. Approve a budget appropriation in the amount of $15,000 for irrigation repairs and the replacement of trees with a similar tree and/or plant material along Harbor Boulevard.

BACKGROUND

In the Waterways Assessment District, along the east side of Harbor Boulevard between Eastbourne Bay and Channel Islands Boulevard, the street is lined with Cypress Trees. Fifty (50) of the Cypress trees have died. These dead trees pose a potential risk to public safety. During this past winter season, seven (7) trees fell. During the most recent wind events, an additional two (2) trees fell.

During a recent inspection by City staff, it was noted that the majority of these dead trees are on the side of a slanted hill and may have posed a risk to the public and personal property.

As a result, City staff deemed it necessary to remove the trees immediately in order to alleviate the potential risk. Fifty (50) Cypress trees were removed the week of November 13, 2017. The cost for the removals was $42,000.
Additionally, as a result of the removals, residents requested replanting to provide a sound barrier from the busy roadway. The additional cost for irrigation repairs and replanting will be $15,000.

The Channel Islands Waterfront Homeowners Association has submitted a letter of support for this project, Attachment A.

STRATEGIC PRIORITIES
This agenda item is a routine operational item or does not relate to the four strategic plans adopted by City Council on May 17, 2016.

FINANCIAL IMPACT
The funding for the trees removals and replanting requires additional appropriations in the amount of $57,000 from Waterways Assessment District Fund 121 Fund Balance (Attachment B). The estimated undesignated unreserved fund balance after this appropriation will be
approximately $730,000 based on FY17-18 Budget and preliminary unaudited fund balance for FY16-17.

SUBJECT: Urgent Request for Assessment District and Other Contract Amendments (5/10/5)
RECOMMENDATION: That City Council: -1. Authorize the City Manager to immediately terminate all City agreements with Kaneko Landscaping, Inc. (Kaneko); -2. Authorize the City Manager to award and execute an amendment to the agreement with Garcia’s Landscape Maintenance (Garcia’s) in order to: -a) Add new districts/projects to Garcia’s agreement; -b) Adjust the levels of service based upon negotiated rates; and -c) Amend the rates per district/project in accordance with, at most, Garcia’s bid rates. -3. Approve a resolution creating a one-time exemption from Resolution No. 13,932’s requirement to obtain three (3) price quotations for trade services and authorizing the City Manager to award—for the purposes of providing a) landscape maintenance services to the Waterways Assessment District and b) any other services under any other Kaneko agreement(s) in which no bidding information is available—an agreement or amendment to an existing agreement for up to six (6) months to any licensed company. -4. Approve a budget appropriation in the amount of $13,827 for the current Fiscal Year 2017-18 from fund balance of two Landscape Maintenance Districts for landscape maintenance costs exceeding the current approved budget amount.

URGENT CALL FOR ACTION

The funding for landscaping comes from the Assessment District fund line item on your property tax bill. The funds from this line item are split between LANDSCAPING & SEAWALL REPAIRS & MAINTENANCE.

The Homeowners Association (CIWHA) has been meeting with the city for YEARS to increase the assessment so that both the seawalls and the landscaping can be
reasonably funded. BOTH are now at critical stages and we are still lacking funding.

THE DEAD TREES are a hazard and while we are happy to see them removed the loss of a sound barrier on Harbor from Channel Islands to Gateshead is equally disturbing considering the number of
years the funding issues have been acknowledged and the amount of time and resources from volunteers to speed things along.

Hey – we got a rock!

Keith (CIWHOA Landscape Rep) has been asking for a very long time if the city could not do something about protecting the sprinkler apparatus in the greenstrips because they get watered and mowed regularly – not good for little wires and small batteries. Keith has also asked (repeatedly) if there could not be some levels of reporting and accountability…

This vendor was selected to maintain eight districts (see handout link below). Bert Perello says this is the same vendor who didn’t provide services adequately, but now at TWICE the price. Tree trimming, fence repair and landscaping quality were issues. Dan Rydburg says the scope is larger and inspection will be stringent. He blamed Oxnard mismanagement, but said he wasn’t involved at the time and may not have all the facts. The vendor has doubled the price and is said to be the lowest-priced “qualified bidder.” A discussion ensued on what constitutes a “qualified bidder.”
